“Promoting Exports in Brazil”

Abstract

Export promotion agencies worldwide spend heavily on interventions to induce domestic firms to start exporting. However, we lack proper evaluation of the efficacy of such programs. In our project, we implement a firm-level randomized controlled trial (RCT) to assess whether providing information on aspects of the exporting process affects the likelihood that firms will start exporting. The first intervention involves accessing online courses that provide information on different types of export impediments: bureaucracy, financial frictions and demand uncertainty. The second intervention is more intensive, involving firm-specific and individual guidance on overcoming barriers to exporting. In a sample of 1,125 small, medium and large Brazilian manufacturing and non-exporting firms, we aim to evaluate the impact of the interventions on firms’ intention to export and their employment decisions. By combining two types of interventions (online courses versus individual sessions), our study will be able to evaluate the main informational bottlenecks faced by firms and which intervention produces more meaningful effects on firms’ internationalization decision.
